during this expert group meeting on promoting and power mental people in achieving poverty or education social integration and full employment and decent work for old we also wanted to be room to your questions the questions we received from new followers through Twitter Facebook and also by replying to our survey so we have selected as we promised the most important questions although they were all important those that were more pertinent maybe to the theme of this egm and the court will start the session of questions collected from our social media channels we would like to thank everyone who has shared input and questions on people's empowerment and we bred greatly greatly value your input so I will start with the first question which was submitted on facebook by this amalia Sean Chapas so the question is how can we make people realize that they are involved thank you very much tomorrow however can i rephrase your question slightly can I turn it to say hire people aware that they are part I can make them over hi are they aware if I company from there nothing I hope and my answer to that is twofold one is I think that it's important that we have a sense that we can pursue your aspiration not necessary that we can achieve them but that we can pursue them if you've not since then I think we're in the beginning of being apart and the second thing I would say is that we have a sense that we're listen to that we're accepted for ourselves and that our ideas will be listened to not necessarily accepted but it will be listened to so for me the answer is much more about our sense of ourselves and I sense of where we live within the society we belong thank you i also agree that we cannot make people do anything and we shouldn't worry about that because at the end of the day people empower themselves individually and through their collective immobilizer and they will feel it when they are empowered think about that up spring or USA at the time when obama got elected first time as president or South Africa when Nelson Mandela was released from Robben Island people knew that something was in the air something was changing and they wanted to be part of that process we need also measurement of empowerment to convince and encourage policymakers but people will know themselves I want and at the most basic level the start of empowering process with respect is that if people see you live and listen to their dignity has been octave then they start believing themselves the same thirdly if I have to make a difference and whatever aspect of the second thing that I think is important is changing rooms and regulations that enable or that empty room access resources políticas give you an example so the right to choose is important and that is facilitated by having access to information so for example if a woman doesn't have information about availability of processes there's no way she can choose to choose to birth the spread of development or stop habitable second is the right to negotiate the question that it's not just a passive the ceiling of information but actively using that information to negotiate changes impacting and thirdly couple would be the right to organize and in India for example we had not lost millions of them and move them for very cool very marginalized and healthy foods where they're challenging not just the men who institutional structure and the types of actions taken by those who want to increase participation and by the people by the people themselves they do that by examining their problems and their causes and determining what they can do about them by their participation and they can by their actions I'll address the reduction in social services and the problems with budget allocations to follow what John has said the answer to this question is what people need information to our folk organize and to know what it is that they can do to deal with the problems caused by the cutting budgets and social services and there are lots of examples around the world and monitoring which involves people organizing and negotiating for change and it seems to me that this is a very important principle that's been mentioned before but particularly when essential things in relation to social services are cut people can feel their power by organizing to get information by organizing to know what exactly is available to seek the change and to self-help and the principle of advocacy and negotiation for policy change and budgets is a long-held one and it's very important that people feel their strength to to make changes in this way so the question is how best to target mainstream and absolute involvement for the least in power we've been talking a great deal in this meeting about the provision the public provision of services the policy environment to support empowerment which isn't to say the individual issue isn't equally as important but I mean one very important thing for accelerating empowerment is that everybody has access to the basics of income and health they are core things which all people require through that the life course and to back that up it's important that there are standards norms to protect people who feel and experience disempowerment to discrimination and unequal access so participation which is also principle of empowerment must be must be assured through standards and norms and it seems very important that there be an affirmative policies for people who are at risk of disempowerment and these will be the very poor to save all over people and so on to ensure that they are consulted about the design of services that their opinions are taken into account at all levels and the fourth question was submitted by he again sparked a lot of our survey and depression is we learnt a great deal to the social media and the internet however the very poor in rural communities are in most cases without basic amenities how can they be helped to be at I cities well I think there are good examples already I an ICT facilities being made available in rural India pics after they have leaves what they call it falls on the wall I have time to check out to me and I think the evidence is that people use them and it's partly a question of making the services available but helping people with any lack of skills that have in order to be able to use them and it's not that expensive to do this you know the kind of schemes that have been done a really quite cheap and no government can say the problem is too expensive it's really a question don't think that empowerment should be included in the post-2015 goals or a tonight's a sociological term that's too complicated to be included but we do indeed have to include measures that promote empowerment like land rights social protection for inclusion of persons with disabilities and other socially excluded groups these measures together in effect promote empowerment on the post-2015 agenda we should include some of these issues that were actually absent on the mdg agenda and i agree with silver that we can make the agenda human rights-based agenda we can move from poverty reduction to inequality reduction I believe we can promote social protection and decent work for all actually we can promote the Society for all currently I would be inclined to have something in the booklet and Development Goals attend they could be terminated back at empowerment but i think the wording is very careful and it may be that we may find a worrying that satisfied with being on myself
